Scope of Application: The Town has received Official Plan Amendment and Zoning By-law Amendment applications, to permit the continued use of the existing single detached dwelling on the property as a Rehabilitation Treatment Centre.
What are the Proposed Changes?
Proposed Amendments to the Town’s Official Plan
To amend section 4.12 by creating a new section as follows:
4.12.X – 6482 Bloomington Road (OPA22.008)
The lands described as Part of Lot 11, Concession 9, Town of Whitchurch-Stouffville, Regional Municipality of York and known municipally as 6482 Bloomington Road, Whitchurch-Stouffville shall permit a ‘Rehabilitation Treatment Centre’ with respect to the subject site only, inclusive of a dwelling unit, in which no more than 10 unrelated persons, excluding staff or receiving family who provide support or supervision, live together.”; AND
To amend section 9.5 by creating a new section as follows:
9.5.X Rehabilitation Treatment Centre (OPA22.008)
A single detached dwelling which is not occupied by more than 10 unrelated persons, excluding staff or receiving family, who provide support or supervision, live together, who live in a single housekeeping unit, and require 24-hour residential, sheltered, specialized or group care, and treatment and rehabilitation for addiction to drugs and alcohol”
Proposed Amendments to the Town’s Zoning By-law 2010-001-ZO
To amend Section 4.3.2 to create a site-specific zone as follows:
4.3.2.X ORM-L 6482 Bloomington Road, (Schedule 36)
1. Permitted Uses
The uses permitted on the subject lands shall be:
i. The list of permitted uses contained within the ORM-L zone; and
ii. A ‘Rehabilitation Treatment Centre’ with respect to the property municipally known as 6482 Bloomington Road.
2. Regulations
i. Minimum Lot Area: 6 hectares
ii. Minimum Lot Frontage: 29 meters
3. Definitions
Rehabilitation Treatment Centre
i. A single detached dwelling which is not occupied by more than 10 unrelated persons, excluding staff or receiving family, who provide support or supervisions, live together, within a single housekeeping unit, and require 24-hour residential, sheltered, specialized or group care, and treatment and rehabilitation for addiction to drugs or alcohol.

Any person may attend the Council Public Meeting in person or electronically and make written and/or verbal representation either in support of or against the proposed Official Plan and Zoning By-law Amendment Applications. Appeal Procedure:
If a person or public body would otherwise have an ability to appeal the decision of the Town of Whitchurch-Stouffville to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Whitchurch-Stouffville before the proposed Official Plan and Zoning By-law Amendments are adopted and/or by-law is passed or refused, the person or public body is not entitled to appeal the decision of the Council of the Town of Whitchurch-Stouffville to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Whitchurch-Stouffville before the proposed amendment is adopted or by-law is passed or refused, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
