Notice of Completion: Highway 48 Block Schedule B Class EA Study
The Study and Process
F. Crozier & Associates Inc., on behalf of the co-proponents, has completed a Schedule B Class EA Study based on the Master Environmental Servicing Plan (MESP) completed by the Highway 48 Block Landowners Group. The MESP followed Master Plan Approach #2, and combined with this Schedule B Class EA Study, fulfills Phases 1 and 2 of the Municipal Class Environmental Assessment (February 2024) process for Schedule B projects identified in the MESP. The Environmental Assessment (EA) Study Area is shown on the key plan on this page. For the Schedule B Class EA Study, the Highway 48 Block Landowners Group are the co-proponents with the Town of Whitchurch-Stouffville and the City of Markham for the Schedule B Class EA Study.
As part of the Schedule B Class EA, alternatives for the water servicing solutions and transportation solutions were evaluated in consultation with regulatory agencies and with engagement of the public, Indigenous communities, and stakeholders under the consideration of technical, environmental, social, cultural, and financial impacts. The MESP identified numerous projects, however, only the following Projects were Schedule B required completion of the Municipal Class Environmental Assessment process:
- McCowan Road Water Booster Pumping Station and Spine Watermain Loop.
- Collector Road Network.
The recommended Schedule B Class EA incorporates the comments received from the public, Indigenous Communities, and regulatory agencies during the course of the Study.
Comments
The Project File Report for the Highway 48 Block Schedule B Class EA Study is available for a 30-day review period from August 22, 2024, in accordance with the requirements of the Municipal Class Environmental Assessment (February 2024) process. The Project File Report is available for viewing on the Town and City websites townofws.ca here and markham.ca/wps/portal/home. In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring a comprehensive (formerly an individual) environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information.
Requests should specify what kind of order is being requested, for what project, explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include any supporting information.
