Public Meeting: Proposed Zoning By-law Amendment ZBA24.003
TAKE NOTICE that the Council of the Town of Whitchurch-Stouffville will hold a Public Meeting on May 1, 2024, at 7 p.m. to consider the Zoning By-law Amendment Application and receive input from the community prior to a final Council decision at a future date.

Scope of Application
The Town is proposing amendments to Comprehensive Zoning By-law 2010-001-ZO that will provide permissions and regulations for up to three (3) Additional Residential Units in certain parts of Whitchurch-Stouffville.
What are the Proposed Changes?
The purpose and effect of the proposed amendments to the Town’s Comprehensive Zoning By-law No. 2010-001-ZO is to create zoning regulations to enable up to (3) dwelling units on fully serviced residential lots (Stouffville Settlement Area). This is required to bring the Town’s Zoning By-law into conformity with Provincial Bill 23, the More Homes Built Faster Act, 2022.
This can occur in two general combinations:
- 2 dwellings within the principal residential building (detached house, semi-detached house, townhouse) plus 1 dwelling in an accessory building; or
- 3 dwellings in a principal residential building (detached house, semi-detached house, townhouse) provided there are no dwellings in an accessory building.

Appeal Procedure
If a person or public body would otherwise have an ability to appeal the decision of the Town of Whitchurch-Stouffville to the Ontario Land Tribunal but the person or public body does not make oral submissions at a Council Public Meeting or make written submissions to the Town of Whitchurch-Stouffville before the proposed Zoning By-law Amendment is passed, or refused, the person or public body is not entitled to appeal the decision of the Council of the Town of Whitchurch-Stouffville to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Town of Whitchurch-Stouffville before the proposed Zoning By-law Amendment is passed, or refused, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
