IMPORTANT NOTICE
To all outstanding meter replacement accounts: the Town distributed notices during October 2020 to all outstanding meter replacement accounts. As of Q4 2020, the Town shifted all meter reading and processing activities to the remote system. This directly affected remaining manual-read meters. The notice included important information pertaining to your water billing account.
On December 1, 2020, Neptune Technologies gave the following presentation to Whitchurch-Stouffville Council outlining the progress on the project.
The Town of Whitchurch-Stouffville and Neptune Technology Group take health & safety very seriously. After careful consideration and monitoring developments from the Government of Ontario, the Town and Neptune resumed full replacement operations as of June 22nd, 2020. Enhanced Health & Safety protocols were in place in order to protect residents, technicians, and Staff as we worked towards completing the water meter replacement program.

The Town of Whitchurch-Stouffville established a mandatory Water Meter Replacement Program to provide better service to our residents, upgrade our technology and improve our infrastructure. The initial phase of the program involved installing, replacing and retrofitting water meters and transmitters. Typically, the water meter is found in your basement or crawl space. The transmitter was installed on the outside of homes.
Installations were carried out on an area by area basis. As installers moved into your area, you should have received a brochure in the mail, which contained booking information along with details about the program.
When you received a brochure from Neptune Technology Group Canada, you were asked to schedule an appointment within two weeks.
Meter installation appointments were made to fit your schedule. The work typically took 30 – 90 minutes to complete. A transmitter was also installed on the outside of your home. This will allow the Town to read the water meter from outside of your house and will eliminate the need to gain access to your property to read the meter.

Please ensure the area around the existing water meter is clear and accessible. In addition to clearing this space, please leave ample room for the installer to work. Your existing shut-off valve should be located where the water service comes into your house. Check your main water shut-off valve to make sure it is operable.
The Water Meter Replacement Program will give you better, more timely information on your water usage. Thank you for your help in making this program a success.

The AMI network will consist of antenna collectors installed at strategic positions around Town. The AMI component of the Water Meter Replacement Program will allow water meter readings to be taken remotely without Town staff having to visit your home. Water usage and meter reading could then be queried remotely with reading results updated several times throughout the day. This will allow unusual water usage (including continuous consumption, reverse flow, and operational issues) to be investigated.

The community was notified of this mandatory program through various communication channels.
Water meters throughout the Town were replaced over a span of months. Residents were advised to be on the look out for their registration information in the mail.
This project was completed when all of the water meters in the Town were replaced.
The typical life of a meter is up to 20 years, and they eventually need to be replaced. Also, advances in metering technology make it easier and more efficient to obtain readings.
To ensure timely completion, you must call to book an appointment within 2 weeks after receiving your information notice. An adult at least 18 years of age must be home at all times during the installation.
There is no charge for the replacement of the water meter.
It is recommended that you check you’re inside plumbing for any potential leaks (i.e. - running toilets or dripping taps.)
The Town of Whitchurch-Stouffville Public Works Department is responsible for any water meter maintenance, provided you, the owner, take reasonable precaution to prevent any damage to it. It is illegal to tamper with the water meter.
Every authorized Neptune technician will be uniformed and carry identification including name, picture and identification number.
